Administration

The economic revenue of the Colony Administration coming primarily from the direct contributions of the members, belongs to the community and is mainly employed to cover operating costs and investments in the welfare, education and health-care sectors, as well as in road construction and safety.

Neuland Colony has the following administrative bodies:

  • The General Meeting of the members
  • The Governing Council
  • The Supervisory Board
  • The Electoral Board
  • The Supporting Committees
  • The Village Members' Meetings

The General Meeting of the members is the highest authority of the Association. Every member who has been entitled for it has the right to participate in the general meetings.

The flags of the Colony Neuland and ParaguayThe Governing Council is the executive administrative body of the Colony. It is responsible for the representation and administration of the association. It consists of a chairperson, six members and two replacements elected by the General Meeting for a period of three years; with the possibility of being re-elected for two consecutive terms of office.

The Supervisory Board is the controlling body that checks the assets and accounting of the association and its administration in general. It is elected by the colony members for a term of three years and consists of a chairperson, two members and two replacements.

The Electoral Board is in charge of taking the initiative, organizing and carrying out the elections of the chairperson and other members of the Governing Council and Supervisory Board in compliance with the ballot rules and regulations. The Electoral Board consists of a chairperson and two members, as well as three replacements. It is elected at a General Meeting from a list of candidates. The members of the Electoral Board have a term of three years, but can be re-elected for two consecutive terms. The election of the Electoral Board is carried out by the initiative of the Supervisory Board.

The Supporting Committees are administrated in accordance with the internal regulations passed for this purpose by the Governing Council. In addition, the General Meeting or the Governing Council can form further committees as necessary.

Permanent Supporting Committees are:

  1. The Contribution Committee
  2. The Education Committee
  3. The Health Committee
  4. The Mutual Insurance Committee
  5. The Mediation Committee
  6. The Welfare Committee

The villages have a limited territory. The members of the colony who are present at the Village Members' Meeting have the following duties:

  1. To elect a village mayor and secretary from among their midst. The outcome of the elections is communicated to the secretary of the Governing Council;
  2. To make decisions about the admission of new village members;
  3. To make decisions about any undertaking for the good of the village, provided it does not clash with the activities or responsibilities of other colony institutions.

The village mayor has the following duties:

  1. To convene and lead the Village Members' Meeting;
  2. To represent the common interests of the village members;
  3. To carry out the tasks assigned to him by the General Meeting or Governing Council.
